Opening licence or responsible declaration

This is the main procedure. Every business needs an opening licence or a responsible declaration to operate in commercial premises.
In Elche, there are two types:

Responsible declaration of opening (for harmless activities or those without a major impact)

Ideal for shops, offices, hairdressers, etc.
It allows you to open your business almost immediately if you meet the requirements. It is submitted online at the City Council’s Electronic Office and you must attach:

  • Technical report or approved technical certificate
  • Floor plan of the premises
  • Proof of payment of fees

Environmental licence (for classified activities or those with a greater impact)

Requires an environmental study and prior approval. Applies, for example, to workshops, industrial laundries, hotels and restaurants with kitchens, etc.

  1. Building permit (if you are going to renovate the premises)

  • If the premises need to be adapted for your activity (knocking down partitions, changing the layout, electrical installations, etc.), you will need a planning licence.

    • Prior notification of minor works (for simple works)
    • Major works licence (for structural renovations)

    Before signing the lease or purchase agreement for the premises, it is advisable to find out whether the works you need are feasibleunder planning regulations.

  1. Other common permits and certificates

Depending on the type of business, you may also need:

  • Technical project signed by an architect or engineer
  • Accessibility certificate
  • Permits for installing signs on the façade
